A London pledge and a Washington pause: Ukraine's 3 March 2025

Within days, Kyiv's European backers announced a peace-plan effort and a loan, while Washington halted its military aid.

What did Ukraine's partners actually offer, and what did Washington take away, on 3 March 2025? The day brought a stark contrast. U.S. President Donald Trump paused all U.S. military aid to Ukraine with immediate effect.

The pause came directly after a weekend of European diplomacy in London. On 1 March 2025, Ukrainian president Volodymyr Zelenskyy met UK prime minister Keir Starmer there, and they signed off on a British loan of GB£2.26 billion to buy military supplies for Ukraine.

A summit with a purpose

On 2 March 2025, Starmer hosted the London summit, entitled Securing Our Future. It was called to draft a peace plan for the Russian invasion of Ukraine to take to the United States. After a meeting of European leaders in London, Starmer announced that a "coalition of the willing" was working on a plan that would be presented to Trump. Following the summit, Zelenskyy met King Charles III at Sandringham.

The plan was thus conceived as something to be carried to Washington. The aid pause on 3 March 2025 landed while that effort was only a day old.

What the coalition became

The coalition was later described as an initiative led by the United Kingdom and France. It eventually grew to 34 countries pledging strengthened support for Ukraine. Going further than the Ukraine Defense Contact Group, its members pledged readiness to join a peacekeeping force on Ukrainian territory, by providing troops or contributing in other ways. That force was envisaged for deployment only once Ukraine and Russia signed a comprehensive ceasefire agreement or peace deal. None of this was settled on 3 March 2025; the coalition had just been announced.

The war continued

The fighting did not pause. On 2 March 2025, one person was killed in a Russian drone strike in Kherson.

Implications

The sequence of 1 to 3 March 2025 set two approaches side by side. The UK moved with money, as the GB£2.26 billion loan showed, and with a diplomatic framework, as the coalition announcement showed. The United States, by pausing military aid, took a step in the opposite direction. For Kyiv, the loan was financing for military supplies, while the coalition was a proposal not yet tested with Washington.

The day is worth remembering for that juxtaposition: a European effort to shape a peace plan for presentation to the American president, and, within a day, an American decision that changed the terms on which Ukraine was being supplied.
