After Alaska and Washington: where diplomacy stood on 21 August 2025

A look back at the diplomatic and sanctions developments that framed Ukraine's position in the days before 21 August 2025.

What did Kyiv's diplomacy look like on 21 August 2025? It was shaped by a run of meetings and pressure measures in the preceding days, in which Ukraine was a subject of talks more than a seat at the table.

Alaska, then Washington

On 15 August 2025, Russian president Vladimir Putin travelled to Alaska to meet United States president Donald Trump and discuss ways to end the invasion. Ukrainian president Volodymyr Zelenskyy was not invited. The summit was held at Joint Base Elmendorf–Richardson in Anchorage and ended without an announced agreement. Trump later suggested that in his view the onus was now on Ukraine to cede territory. That was a later remark, not something known on 21 August.

Three days after Alaska, on 18 August 2025, Zelenskyy and several other European leaders met Trump at the White House in Washington, D.C. The agenda was pathways to peace negotiations. The format differed from the Alaska summit: Ukraine and its European partners were in the room.

Pressure on several fronts

The military and economic dimensions continued in parallel. On 18 August 2025, Russian oil deliveries to Hungary and Slovakia were suspended after a Ukrainian drone attack on the Druzhba pipeline in Bryansk Oblast, Russia. Hungarian foreign minister Péter Szijjártó confirmed the suspension.

On 20 August 2025, the United Kingdom imposed sanctions on eight individuals and entities accused of helping Russia evade Western sanctions through financial and cryptocurrency networks. They included Kyrgyz firms linked to the ruble-pegged stablecoin A7A5. Kyrgyz president Sadyr Japarov appealed to the UK over the measures.

What the sequence showed

The days before 21 August 2025 combined three tracks: leader-level talks on a settlement, in which Ukraine's participation differed between Alaska and Washington; continued Ukrainian strikes on Russian energy infrastructure, whose effects reached Hungary and Slovakia; and Western efforts to tighten sanctions enforcement. The reports show these developments side by side. They do not state that any one determined another, and no settlement had been announced.
