Baltic warning shots and a ceasefire condition: 5 December 2024

A look back at two reported developments in Russia–NATO tensions and Ukraine's stated terms for a ceasefire.

What did the diplomatic picture look like on 5 December 2024? Two recent reports framed it: a confrontation over the Baltic Sea and a statement from Kyiv on the terms for a ceasefire.

On 4 December 2024, a Russian Navy warship fired warning shots at a German helicopter on a routine patrol over the Baltic Sea, as reported at the time. The helicopter's pilots had to make evasive manoeuvres. German Foreign Minister Annalena Baerbock condemned the incident as part of Russia's hybrid warfare against NATO.

A few days earlier, on 29 November 2024, Ukrainian president Volodymyr Zelenskyy said his country was ready to agree to a ceasefire if NATO protected parts of Ukraine. The remark was made in the context of discussion about peace negotiations in the Russian invasion of Ukraine.

Together, the reports showed Russia–NATO friction in the Baltic and Ukraine's public position on a possible halt to fighting, both circulating in the days leading up to 5 December 2024.
