Crimea talks and a Polish honour: Kyiv's diplomacy in early April 2023

A look back at two diplomatic signals from Ukraine in the days before 7 April 2023.

What did Kyiv signal to the outside world in the days leading up to 7 April 2023? Two moments stand out: a visit to Warsaw and a conditional opening on Crimea.

On 5 April 2023, President Volodymyr Zelenskyy made an official visit to Poland. In his meeting with Polish President Andrzej Duda, he received the Order of the White Eagle, Poland's highest order. The visit was part of his foreign travel during the Russian invasion, and the award gave the meeting a clear symbolic weight.

On 6 April 2023, Deputy Head Andriy Sybiha said Ukraine was ready to negotiate on the future of Crimea if the Ukrainian counteroffensive reached the peninsula's administrative border. The statement was explicitly conditional: it tied any talks to military progress rather than offering negotiations unconditionally.

What the two moments show

Taken together, the events show two tracks of Ukrainian public diplomacy. One was about partnership, with Poland honouring the Ukrainian president in person. The other was about how Kyiv framed the terms under which Crimea could become a subject of discussion: only if the counteroffensive reached the administrative border.

The pairing is worth noting for its sequence. A high-profile show of support in Warsaw came one day before a statement setting out the circumstances in which Ukraine would talk about Crimea. Nothing more can be said about the substance of any such talks, since the statement addressed only readiness and a condition.
