A look back at two developments that framed Ukraine's position in the days before 14 April 2025.

What was shaping Ukraine's position as of 14 April 2025? Two events from the preceding days set the frame: a diplomatic track running through Washington and Moscow, and a military claim made by Kyiv itself.

On 11 April 2025, Steve Witkoff, the U.S. president's special envoy, met Russian president Vladimir Putin. The talks covered settlement options for the Russo-Ukrainian war and a potential meeting between Donald Trump and Putin. Ukraine was the subject of the discussion, yet the meeting itself was between American and Russian officials.

Three days earlier, on 8 April 2025, Ukrainian president Volodymyr Zelenskyy confirmed the presence of Ukrainian troops in Russia's Belgorod Oblast. The confirmation tied into what was described as the 2025 Belgorod Oblast incursion.

Taken together, the two events show diplomacy and military activity unfolding in parallel. Washington and Moscow were discussing possible settlement routes and a leaders' meeting, while Kyiv publicly acknowledged an operation on Russian territory.
