How a Burisma email story spread and was restricted

A look back at the platform responses to a New York Post article that linked Hunter Biden, Burisma and Joe Biden.

What happened on 15 October 2020, and why did a story about a Ukrainian gas company end up in a dispute over platform rules? The answer begins a day earlier, on 14 October 2020, when the New York Post reported that newly uncovered emails suggested Hunter Biden had introduced his father, then-Vice President Joe Biden, to a top executive at Burisma Holdings, a Ukrainian natural gas firm. The Post said it had obtained the alleged emails from Rudy Giuliani, described as a top adviser to Donald Trump.

The platforms respond

The reaction came quickly. On 14 October 2020, Twitter and Facebook announced that they were limiting the distribution of the article until it could be fact-checked. The two companies thus acted within hours of publication, before any verification had been completed.

The following day

On 15 October 2020, Twitter locked the account of President Donald Trump's campaign. The reason given was the sharing of private information without that person's permission, in connection with a controversial Hunter Biden video. The account was later unlocked.

Why it mattered for Ukraine

The episode belongs to a wider set of claims that Trump and his allies had promoted since 2016 in connection with the 2019 Trump–Ukraine scandal. Those claims included accusations against Joe Biden and his son Hunter Biden, and an effort to blame Ukraine rather than Russia for interference in the 2016 United States presidential election. Burisma, a Ukrainian company, was the link between the October 2020 article and that longer-running argument.

The sequence shows how quickly the story moved from publication to restriction. A newspaper report, based on material supplied by a presidential adviser, was met on 14 October 2020 by distribution limits pending a fact-check. On 15 October 2020 a campaign account was locked over a related video. Ukraine was the setting for the underlying allegations, but the decisions described here were taken by American companies and concerned American political communication.
