Kurt Volker's resignation deepens the Trump–Ukraine scandal

A retrospective on the departure of the US special envoy to Ukraine, days after a House impeachment inquiry was announced.

What did the resignation of Kurt Volker, United States special envoy to Ukraine, signal on 27 September 2019? He left his post one day after the release of a whistleblower report concerning a phone call between US President Donald Trump and Ukraine's President Volodymyr Zelensky.

The departure came quickly after the political stakes had risen in Washington. On 24 September 2019, Speaker of the House Nancy Pelosi announced that a formal impeachment inquiry had been launched into Trump. Within three days, the envoy responsible for US policy toward Ukraine had resigned.

For Kyiv, the sequence meant that a call involving its president had become central to a US constitutional process. The special envoy post, the channel for American engagement on Ukraine, was now vacant at the moment that scrutiny of the call intensified.

The resignation was one event in a fast-moving week: the inquiry announced on 24 September, the whistleblower report released on 26 September, and the envoy's exit on 27 September.
