Kyiv on the sidelines as a US scandal widened

A look back at what had been reported by 26 October 2019 about the Trump–Ukraine affair, which pulled Ukraine into a US political dispute.

What did Ukraine's place in the 2019 Trump–Ukraine scandal look like on 26 October 2019? By then, two sets of reports in the preceding days had shown how deeply the affair reached into both Washington and Kyiv.

On 22 October 2019, the acting U.S. Ambassador to Ukraine, William B. Taylor Jr., testified before Congress as part of the impeachment inquiry into Donald Trump. He said he had been told that President Trump would withhold military aid to Ukraine until the country publicly declared that investigations would be launched. One concerned Burisma Holdings, a company that had hired Hunter Biden, son of former Vice President Joe Biden. The other concerned Ukraine's alleged involvement in the 2016 U.S. presidential election. Taylor said the purpose, as he understood it, was to help Trump's reelection chances.

On 23 October 2019, at a hearing in New York City, Lev Parnas and Igor Fruman pleaded not guilty. Both were associates of Rudy Giuliani, the president's personal lawyer, who had aided a search in Ukraine for damaging information on Trump's political opponents. They were charged with funnelling $350,000 in illegal donations to a pro-Trump political committee and a further $20,000 to former Republican Congressman Pete Sessions, while acting on behalf of at least one Ukrainian government official.

The wider picture

Later accounts describe the affair as arising from Trump's attempts to press Ukraine into investigating Biden, a potential rival for the 2020 presidency. They also say he blocked a congressionally mandated $400 million military aid package. These contacts had culminated in a phone call between Trump and Ukrainian president Volodymyr Zelenskyy on 25 July 2019.

For Ukraine, the days before 26 October 2019 showed a country named repeatedly in a dispute over American politics, with its military aid at the centre of the testimony.
