Kyiv's April 2020 quarantine rules: what did they ask of citizens?

A look back at the restrictions that took effect in Ukraine on 6 April 2020, as seen from 7 April 2020.

What did Ukraine's new quarantine rules actually demand of people on 7 April 2020? The day after the measures took effect, the answer was already clear: a good deal more discipline in everyday public life.

On 6 April 2020, a ban imposed by the Cabinet of Ministers came into force. It prohibited being in public places without a mask or respirator, and without identity documents. It also barred walks in parks and squares and movement in groups of more than two people.

The government additionally obliged people over 60 to self-isolate for the duration of the quarantine. The rule put the heaviest personal restriction on one age group, while the other measures applied to everyone in public spaces.

The rules were part of Ukraine's response to the coronavirus disease 2019 outbreak. Taken together, they covered how people dressed outdoors, what they carried, where they could stroll and how many could walk together.

As a matter of public policy, the package put into effect a set of clear, checkable rules rather than general appeals. That is the main reason it is worth remembering from 7 April 2020.
