Kyiv's government reshuffle: the days before 20 July 2025

A look back at how Ukraine's parliament changed its prime minister in the days before 20 July 2025.

What did Ukraine's government look like on 20 July 2025? It had a new prime minister, appointed only three days earlier, after a week in which the leadership of the cabinet changed hands.

The sequence began on 14 July 2025, when President Zelenskyy announced a government reshuffle and nominated Yulia Svyrydenko for the post of prime minister. The following day, outgoing prime minister Denys Shmyhal submitted his resignation, as reported at the time.

Parliament acts

The Verkhovna Rada accepted that resignation on 16 July. On 17 July it approved Svyrydenko as prime minister, succeeding Shmyhal. From nomination to appointment, the process took just three days.

A parallel track

The domestic political shift took place alongside international developments. Also on 14 July 2025, US president Donald Trump announced that several NATO allies would buy US-made weapons, including Patriot air defence missile systems, to provide to Ukraine.

By 20 July 2025, then, the formal steps of the change of prime minister were complete: nomination, resignation, acceptance of that resignation and parliamentary approval, all within the span of 14 to 17 July.
