Kyiv's warnings and Paris's pledge before 17 October 2022

Reports from 11 and 12 October 2022 show how Ukraine's concerns about Belarus and a French air defence pledge framed the days leading up to 17 October.

What was shaping Kyiv's security picture on 17 October 2022? Two reports from the preceding days point to the answer: a warning about Belarus and a promise of air defence equipment.

On 11 October 2022, thousands of Russian troops were reported entering Belarus by the trainload. Ukrainian President Volodymyr Zelenskyy warned G7 nations that Russia was planning another offensive against Kyiv, with direct Belarusian involvement. The troop movements came a day after Belarusian President Alexander Lukashenko accused Ukraine of planning to attack his country.

One day later, on 12 October 2022, French President Emmanuel Macron announced that France would send radar and air defence systems to Ukraine in the coming weeks. The pledge formed part of foreign aid to Ukraine during the war.

Taken together, the reports show two parallel tracks: Kyiv presenting its concerns about a possible northern threat to international partners, and a partner state publicly committing air defence capability. The reports do not show how either track would play out, and this analysis does not claim a link between them. What they establish is the agenda Ukraine's government was carrying into 17 October 2022: alerting allies to a danger from Belarus while seeking the equipment to defend its skies.
