Latvia's parliament names Russia a sponsor of terrorism

A look back at the Latvian vote of 11 August 2022 and a Russian decree on asset sales issued days earlier.

What did Latvia's parliament decide on 11 August 2022? It declared Russia a state sponsor of terrorism, citing Russia's invasion of Ukraine.

The declaration was part of the Latvia–Russia relationship as it stood during the war, and it was a formal parliamentary position directed at Moscow over its actions in Ukraine.

Six days earlier, on 5 August 2022, Russian President Vladimir Putin had signed a decree on foreign investors. It banned investors from "unfriendly countries" from selling their assets in Russian banks, strategic entities, and energy and commodity projects until 31 December.

Together, the two moves showed the pressures of the war reaching beyond the battlefield: one a political declaration by a neighbouring state's legislature, the other an economic restriction imposed from Moscow.
