Latvia's parliament names Russia a state sponsor of terrorism

A Russian decree days earlier

A few days before the Latvian vote, on 5 August 2022, Russian President Vladimir Putin signed a decree concerning investors from what Moscow called "unfriendly countries". It banned them from selling their assets in Russian banks, strategic entities, and energy and commodity projects until 31 December.

The two measures were separate. One was a parliamentary declaration in Riga, the other an economic restriction decreed in Moscow. Both belonged to the wider political and economic fallout of the invasion as it stood in August 2022.
