Orbán in Kyiv: a ceasefire offer and a swift rejection

A look back at 2 July 2024, when the Hungarian prime minister's first wartime visit to Ukraine produced a proposal that Kyiv turned down.

What did a Hungarian prime minister's first wartime trip to Kyiv achieve? On 2 July 2024, Viktor Orbán, the Prime Minister of Hungary, visited the Ukrainian capital for the first time since the start of the Russian invasion. He proposed a ceasefire plan, and Ukrainian President Volodymyr Zelenskyy rejected it.

A trip billed as a peace mission

Orbán had described the visit as one of several uncoordinated meetings that he called "peace missions". As later described, the Kyiv stop came before a journey to Moscow to meet Russian President Vladimir Putin, then to Beijing to meet Chinese President Xi Jinping, and then to the United States for the 2024 Washington summit. These later stops were not part of the events of 2 July itself. The Kyiv meeting was the first of them, and it ended without agreement on the ceasefire idea.

The war continued around the talks

The war did not pause for diplomacy. On the same day, Russian artillery and drones hit Nikopol in Dnipropetrovsk Oblast. Two people were killed and nine others were injured.

A plot reported a day earlier

Domestic politics also drew attention. On 1 July 2024, Ukrainian officials said they had uncovered a plan to storm parliament and seize control from the government on Constitution Day, and four people implicated in the plot were arrested. Constitution Day is a public holiday marked on 28 June, commemorating the approval of the Constitution by the Verkhovna Rada in 1996.

Taken together, the events of 1–2 July 2024 showed Ukraine handling a foreign leader's ceasefire offer, continuing attacks on its towns and a reported threat to its institutions at once. The rejection of the proposal in Kyiv was recorded the same day it was made.
