Poland's Article 4 call and Kyiv's damaged government building

A look back at two developments linked to Russia's war that bore on Ukraine's security and its government in the days around 10 September 2025.

What did the events around 10 September 2025 show about the reach of the war on Ukraine? Two reports from those days offer an answer, though they point in different directions.

On 10 September 2025, Polish prime minister Donald Tusk invoked Article 4 of the North Atlantic Treaty after a Russian drone incursion into Poland. The step was reported in the context of Russia-NATO and Poland-Russia relations, and as part of a wider pattern of violations of non-combatant airspaces during the Russian invasion of Ukraine.

Three days earlier, on 7 September 2025, the Cabinet of Ministers building in Kyiv was set on fire after a Russian strike. The seat of Ukraine's government had thus come under direct attack just before the Polish move.

Why the pairing matters

Taken together, the two reports show the war pressing on both a NATO member's airspace and the central institutions of Ukraine's state. Tusk's decision to invoke Article 4 placed the incursion on an alliance footing, while the damage in Kyiv showed that government premises in the capital were exposed to strikes.
