Przewodów blast: how a stray missile tested Kyiv's diplomacy

A retrospective on the missile strike in eastern Poland that killed two people, and the question of who was responsible.

What did the missile that struck eastern Poland on 15 November 2022 mean for Ukraine, and how was it understood on 16 November 2022? The strike hit the village of Przewodów, near the border with Ukraine, and killed two people. It happened during Russian attacks on Ukrainian civilian infrastructure.

The question of responsibility mattered because of where the missile landed. Initially Ukraine accused Russia of striking Poland. The United States took a different view: US officials had told the Associated Press that preliminary findings suggested the missile was fired by Ukrainian forces at an incoming Russian missile. The US president, Joe Biden, then said the blast was caused by a Ukrainian air defence missile.

Why the attribution mattered

The incident was the first in which a foreign missile hit NATO territory during the Russian invasion of Ukraine. That made the early disagreement between Kyiv and Washington over the missile's origin politically sensitive, even as the deaths of two people in a Polish village gave the matter immediate weight.

What followed

The US assessment was later borne out. In September 2023, the Polish Prosecutor's Office stated that the explosion was caused by an out-of-control Ukrainian S-300 air defence missile. The episode showed how quickly competing accounts could emerge after a strike near the border, and how a preliminary assessment can settle into a firm conclusion.
