Slovakia's pivot on military aid to Ukraine, as of 31 October 2023
A look back at how Bratislava's stance on aiding Kyiv drew attention at the end of October 2023.

What did it mean when a neighbouring government said it would stop sending weapons to Ukraine? On 31 October 2023, that question was still fresh in Kyiv. Five days earlier, on 26 October 2023, Slovak Prime Minister Robert Fico had announced the cessation of military aid to Ukraine, stressing humanitarian support instead.
The announcement belonged to the wide range of reactions that followed Russia's full-scale invasion of Ukraine, launched on 24 February 2022 as a major escalation of the Russo-Ukrainian War, which began in 2014. Those reactions have varied considerably, covering public opinion, media responses and peace efforts.
The invasion itself had by then caused Europe's largest refugee crisis since the Second World War, with more than 8.2 million Ukrainians fleeing the country and a third of the population displaced. It also contributed to global food shortages. Against that backdrop, Slovakia's position separated military assistance from humanitarian help: the first, according to Mr Fico's announcement, would end, while the second would be the focus.
For Ukraine's government, which relied on partners for support, the shift in a neighbouring state's approach was a reminder that reactions to the war were not uniform across Europe.
