Two April 2026 decisions on the road to the EU

A look back at how Kyiv and Chisinau each took formal steps in early April 2026 that were tied to European integration and to Russia's war.

What did the first days of April 2026 show about the European course of Ukraine and its neighbour Moldova? On 3 April 2026, the most recent reports pointed to two separate decisions, taken on 1 and 2 April.

On 1 April, Ukraine's Cabinet of Ministers approved the National Programme for adapting Ukrainian legislation to European Union law, the acquis. The programme contains about 1,850 tasks. They provide for implementing more than 1,600 acts of EU law. The figures give a sense of the scale of the legislative work the programme sets out.

On 2 April, Moldova's parliament approved the country's withdrawal from the Commonwealth of Independent States. The government said the organisation's core values and principles, including territorial integrity and the inviolability of borders, were no longer respected. It referred to Russia's actions in the region, including the war against Ukraine and an illegal military presence on Moldovan territory. The reports on the decision also placed it in the context of Moldova's accession to the European Union.

The two decisions were separate and came from different governments. Taken together, they show Kyiv setting out detailed legislative tasks for closer alignment with EU law, while Chisinau formally left a post-Soviet organisation, citing Russia's conduct.
