Ukraine's health minister falls ill as COVID-19 cases hit records

A look back at the pandemic pressures on Kyiv in mid-November 2020, when a record case count was followed by the health minister's positive test.

What did Ukraine's government face as the autumn pandemic wave climbed? By 19 November 2020, the answer was a health system under mounting strain and a health ministry whose own leader was infected.

On 13 November 2020, Ukraine reported a record 11,787 new confirmed COVID-19 cases in a single day. That pushed the nationwide total since the start of the pandemic to 512,652.

Two days later, on 15 November 2020, Health Minister Maksym Stepanov tested positive for the virus. The minister at the centre of the national response had become one of the patients in the surge.

A tense neighbourhood

Beyond Ukraine's borders, the region was also in turmoil. On 17 November 2020, Belarus opposition leader Sviatlana Tsikhanouskaya called on European leaders to impose sanctions on supporters of President Alexander Lukashenko. Her appeal followed reports that police had used tear gas, rubber bullets and stun grenades to disperse protesters.

For Kyiv, the week combined a domestic health emergency with continuing unrest in a neighbouring country. The figures from 13 November 2020 and the minister's diagnosis on 15 November 2020 marked the pandemic's reach into the highest levels of Ukraine's government.
