What 9 July 2025 showed about Ukraine's security and legal fronts

A retrospective on a day that combined a record drone assault, a counter-intelligence arrest in Kyiv and a ruling on flight MH17.

What did one day reveal about the pressures on Ukraine's institutions? On 9 July 2025, the answer came from three directions at once: the air war, the security services and an international court.

The largest drone attack to date

Overnight into 9 July 2025, Russian forces launched 728 Geran-2 drones at Ukraine, which was reported as the largest single drone attack of the war to that point. The strike was part of a continuing campaign against Ukrainian infrastructure. Two days earlier, on 7 July, Russia had launched more than 100 drones at areas across Ukraine, killing ten civilians and injuring 38 others.

On 7 July, Ukraine's Armed Forces had carried out a long-range drone strike on Russia's Krasnodar Krai, damaging the main oil refinery in Ilsky.

Arrests in Kyiv

On 9 July 2025, the Security Service of Ukraine (SBU) arrested two Chinese nationals in Kyiv. They were suspected of gathering intelligence on the Neptune missile system. The arrests showed counter-intelligence work continuing in the capital alongside the strikes on cities and infrastructure.

A ruling on flight MH17

The same day, the European Court of Human Rights found Russia responsible for the downing of Malaysia Airlines flight 17 over eastern Ukraine in 2014. The ruling addressed an event more than a decade old and placed responsibility on the Russian state.

Taken together

The three developments were distinct: a record-scale aerial assault, a security operation and a judgment from a European court. Each fell on 9 July 2025, and each concerned how Ukraine and its partners respond to Russian actions, whether on the battlefield, through intelligence work or in the courtroom.
