What did 10 December 2021 reveal about Ukraine's exposure?

A look back at the diplomatic signals and regional pressures in the days around 10 December 2021, as seen from Kyiv.

What did the days around 10 December 2021 tell Ukraine about the limits of outside help? A retrospective look at the reports from that week suggests a country watching several pressures at once, with few firm guarantees.

On 8 December 2021, U.S. President Joe Biden ruled out deploying American troops unilaterally to Ukraine to deter a potential Russian invasion, saying that the option was not on the table. For Kyiv, the statement set out what Washington would not do, at a moment when a possible Russian invasion was openly under discussion.

The regional picture was also tense. On 6 December 2021, Belarus banned airlines and imports of certain goods from the European Union and the United Kingdom, in retaliation for sanctions imposed by Western nations. The step came amid the border crisis between Belarus and the EU. According to later accounts, that crisis began in August 2021, when Belarus started sponsoring an influx of migrants to the borders of Lithuania, Poland and Latvia. Belarus denied involvement, while the European Union and independent observers viewed it as hybrid warfare. Between August and December 2021, tens of thousands of unauthorised crossing attempts were recorded, peaking in October.

Domestic life continued alongside these developments. On 7 December 2021, a road accident involving a minibus near Chernihiv killed 13 people and injured seven more.

Taken together, the reports from those days show a government facing security uncertainty from the east and north, a neighbouring crisis on the EU's border, and an ordinary tragedy on its own roads. Opinion on what Kyiv should have concluded varied, but the stated U.S. position on 8 December 2021 was clear: unilateral American troop deployment was not under consideration.
