What did 12 December 2019 show about Kyiv's week?

A look back at the arrests in the Sheremet case, set against the Paris summit held three days earlier.

What was Kyiv's public agenda on 12 December 2019? It combined two very different stories: a criminal case that had drawn wide public attention, and a diplomatic push that had only just begun.

On 12 December 2019, the main suspects in the high-profile killing of journalist Pavlo Sheremet were arrested. They were three Ukrainian military personnel: Yana Duhar, Yulia Kuzmenko and Andriy Antonenko. The arrests were reported as a significant step in a case that had been widely followed.

The diplomatic backdrop

Three days earlier, on 9 December 2019, the leaders of Ukraine, Russia, France and Germany met in Paris for peace talks on the war in Donbas. As reported at the time, it was the first meeting between Volodymyr Zelensky and Vladimir Putin, and the first four-way leaders' meeting in the Normandy Format since 2016. Russia and Ukraine also agreed to implement a ceasefire in Donbas by the end of 2019.

The Normandy Format, which brought together Germany, Russia, Ukraine and France, had met since 2014. According to later accounts, it played a substantial role in mediating the Minsk agreements of 2014 and 2015.

Reading the two together

The two developments were separate, and the reports do not link them. Still, they fell within the same few days and gave a picture of the state's attention being divided between security and justice. The Paris meeting set a deadline for a ceasefire; the arrests put the Sheremet investigation, long a test of whether law enforcement could deliver results, at the centre of public discussion.

What remained open on 12 December 2019 was how each track would proceed. The ceasefire commitment had a date attached, the end of 2019, while the next steps in the criminal case were still to come after the arrests of the three suspects.
