What did 19 September 2023 add to the political pressures around Poland and Ukraine? On that date, documents allegedly from the Polish Ministry of Foreign Affairs indicated that the Polish embassy in Minsk, Belarus, had issued 784,173 visas to individuals from 65 countries with the aid of a Moscow-based company. The reports, part of what became known in the context of the 2023 Polish parliamentary election as the cash-for-visa scandal, also suggested that people denied entry at the Belarus-European Union border during the border crisis may have been granted visas.

A week of overlapping disputes

A few days earlier, on 13 September 2023, Prime Minister of Poland Mateusz Morawiecki had called on the European Union to extend an embargo on imports of Ukrainian corn, wheat, sunflower and rapeseed. That placed the Polish government's stance on Ukrainian agricultural trade squarely in public view in the weeks before the election.

On 15 September 2023, meanwhile, President of Belarus Alexander Lukashenko proposed a three-way alliance between Belarus, Russia and North Korea during a meeting with Russian President Vladimir Putin in Sochi. The proposal underlined the regional alignment surrounding Russia's invasion of Ukraine.

What it meant

Taken together, the reports show Warsaw handling an agricultural dispute with Ukraine while facing allegations about consular activity in Minsk. The visa allegations were documentary claims, described as allegedly from the ministry, and were reported as such on 19 September 2023.
