A look back at two developments in the days before 24 October 2024 that shaped how Russia's war in Ukraine was viewed internationally.

What was the international picture around Russia's war on 24 October 2024? Two developments from the preceding days framed it.

On 18 October 2024, South Korea's National Intelligence Service said North Korea had started sending troops to fight alongside Russia in Ukraine. South Korean President Yoon Suk Yeol called a security meeting and said the international community must respond with "all available means".

On 23 October 2024, Indian Prime Minister Narendra Modi held a bilateral meeting with Chinese President Xi Jinping on the sidelines of the 16th BRICS summit in Kazan, Russia. It was the first bilateral meeting between India and China in five years, following the 2020 border skirmishes between their troops.

Why it mattered for Kyiv

The two events pointed in different directions. The report on North Korean troops described foreign involvement on Russia's side of the war and prompted a call from Seoul for a response. The Kazan meeting showed leaders of two large states talking directly on the margins of a summit hosted by Russia.

For Ukraine's government and its partners, both events were part of the diplomatic setting in which the war continued as of 24 October 2024.
