What did 28 March 2025 show about Ukraine's wartime toll?
A look back at a day of drone strikes on Dnipro, a killing in Kamianske and new reports on foreign troops in the war.

What did 28 March 2025 reveal about the pressures on Ukraine, at the front and far from it? The reports from that day and the one before it pointed to violence on several fronts, some of it far from the battlefield.
Dnipro under attack
On 28 March 2025, a Russian drone attack on Dnipro killed four people and wounded 19 others. As reported at the time, multiple buildings in the city were ablaze, including a hotel, a resort, a restaurant complex and numerous apartments. The list of damaged sites showed how far the strike reached into civilian life.
A killing in Kamianske
The same day brought a different kind of news from the Dnipropetrovsk region. Oleksandr Plakhotnyk, a former deputy mayor of Kamianske, was found shot dead in the city.
The wider war
The day before, on 27 March 2025, South Korea's military said North Korea had sent 3,000 more soldiers to bolster Russia's war on Ukraine. That report added a foreign military dimension to the conflict.
Also on 27 March 2025, five people were wounded in a mass stabbing at Dam Square in Amsterdam. The suspect, a 30-year-old Ukrainian citizen from Donetsk, was arrested, and police were investigating a possible terrorist motive.
On the same date, the European Union announced that it had expanded its sanctions against Belarus to include the Central Election Commission of Belarus, citing political repression in the country.
A day in context
Taken together, the reports from those two days show how many forms the consequences of the war took: a deadly strike on a major city, a killing in a regional town, reports of additional foreign troops, and diplomatic and security developments elsewhere in Europe.
