What did 8 December 2023 reveal about Ukraine's pressures?

A look back at a day when missile strikes, falling aid pledges, Hungarian opposition to accession talks and Russian oil earnings pointed in the same direction.

What did 8 December 2023 show about the pressures facing Ukraine? Four separate reports from that day and the days just before it, taken together, described a country under fire while the external support it relied on looked less certain.

Strikes continue

On 8 December 2023, Russia launched 19 cruise missiles from Tu-95 aircraft at Ukrainian cities, including Kyiv. At least one civilian was killed in Dnipropetrovsk Oblast and several others were injured. At least 14 of the missiles were intercepted.

Aid pledges fall

The same day, the Kiel Institute reported that pledges of aid to Ukraine had decreased significantly, reaching their lowest level since the beginning of the war. The amount pledged had dropped by nearly 90% compared with the same period in 2022. For a country facing missile attacks on its cities, that was a stark figure.

Accession talks face a veto threat

On 8 December 2023, the Prime Minister of Hungary, Viktor Orbán, reiterated Hungary's opposition to opening European Union accession talks with Ukraine. He cited concerns about Ukraine's readiness and the potential economic impact on the EU. The position meant that the political path towards membership remained contested.

Oil revenue and the price cap

A report dated 6 December 2023 added an economic dimension: in October, Russia earned $11.3 billion from oil exports, more than it had earned before the start of the war. The G7 finance ministers had agreed on 2 September 2022 to cap the price of Russian oil and petroleum products, in an effort intended to reduce Russia's ability to finance the war. The October figure showed that Russian export income stood above its pre-war level despite that measure.

The picture together

The reports describe different arenas: the battlefield, donor budgets, EU politics and energy markets. Read side by side, they show military pressure continuing, financial pledges shrinking, a member state restating its objection to accession talks, and Russian oil earnings at a high level.
