What did Alaska summit plans mean for Kyiv by 13 August 2025?

A retrospective analysis of the diplomatic position in the days before the Trump–Putin meeting in Alaska.

What was at stake for Ukraine on 13 August 2025, two days before a planned meeting between the leaders of the United States and Russia? The announcement had come on 10 August 2025: U.S. president Donald Trump said he would meet Russian president Vladimir Putin in Alaska on 15 August to discuss ending the war in Ukraine.

A summit about Ukraine

The agenda centred on the war, yet the announced format placed the two leaders at the table. By 13 August 2025, the main question for Kyiv was how its own priorities would be represented in talks it was not announced as part of.

The positions behind the talks

The gap between the sides was wide. Putin sought recognition of all occupied land as Russian, and the handover of regions Russia claims but does not fully occupy. He also wanted guarantees that Ukraine would never join NATO, a curtailed Ukrainian military and the lifting of sanctions. Ukrainian president Volodymyr Zelenskyy sought a ceasefire, full withdrawal of Russian troops, the return of prisoners and kidnapped Ukrainian children, prosecution of Russian leaders for war crimes, and security guarantees against further aggression.

Those demands were close to irreconcilable, which framed expectations for what a single meeting could achieve.

What followed

The summit took place on 15 August 2025 at Joint Base Elmendorf–Richardson in Anchorage. It ended without an announced agreement. Trump later suggested that, in his view, the onus was now on Ukraine to cede territory in order to end the war.

That later turn gives the pre-summit days their significance. On 13 August 2025, the open issue was whether a meeting arranged between Washington and Moscow could produce anything compatible with the terms Kyiv had set out. The outcome showed how far apart the underlying positions remained.
