What was happening on the margins of the 16th BRICS summit in Kazan, Russia, on 23 October 2024? The day's most notable encounter was a bilateral meeting between India's Prime Minister, Narendra Modi, and China's President, Xi Jinping.

It was the first bilateral meeting between India and China in five years. It came in the aftermath of the 2020 border skirmishes between Indian and Chinese troops, and it took place on the sidelines of the summit rather than as a standalone visit.

A war in the background

Five days earlier, on 18 October 2024, South Korea's National Intelligence Service said that North Korea had started sending troops to fight alongside Russia in Ukraine. South Korean President Yoon Suk Yeol called for a security meeting and said the international community must respond with all available means.
