A look back at two developments reported in the days before 16 July 2019, one in Ukrainian lawmaking and one in Russia–Turkey relations.

What was on the political agenda as 16 July 2019 arrived? Two developments from the preceding days framed it, one domestic and one international.

On 11 July 2019, the Verkhovna Rada of Ukraine adopted a new Electoral Code. The vote was a significant step in the country's legislative work on how elections are run.

On 12 July 2019, Turkey received its first shipment of the S-400 missile system from Russia. Ankara went ahead with the delivery despite calls from the United States and NATO to cancel the deal.

The two events were unconnected, but both were part of the political picture in the days leading up to 16 July 2019: a parliament in Kyiv approving a major election law, and a NATO member proceeding with a Russian air-defence purchase in the face of allied objections.
