What did Kyiv's court ruling on PrivatBank mean in April 2019?

A look back at a day when a court decision on PrivatBank and a security service claim shared the Ukrainian news agenda ahead of a presidential vote.

What happened in Ukraine on 17 April 2019, four days before a presidential election? Two reports stood out.

The first concerned PrivatBank. The Kyiv District Administrative Court cancelled the nationalisation of the bank, a ruling that put a major financial and public-policy decision back into dispute.

The second concerned security. The Security Service of Ukraine claimed to have captured a Russian military intelligence hit squad. According to the service, the group was responsible for the attempted murder of a Ukrainian military spy. The claim came in the run-up to the presidential election on 21 April.

The two reports were unrelated, but both landed in the final days of the campaign. One tested the institutions that deal with banking and the courts. The other put the Security Service of Ukraine at the centre of a claim about Russian military intelligence. Neither report, as published on 17 April 2019, set out what would follow from it.
