What did Kyiv's new government mean on 17 July 2025?

A look back at the day the Verkhovna Rada confirmed a new prime minister while a dispute with Hungary over military entry and a shooting at a training ground stayed in the news.

What did Ukraine's political landscape look like on 17 July 2025? The most visible answer was in parliament: the Verkhovna Rada approved Yulia Svyrydenko as prime minister, succeeding Denys Shmyhal.

The appointment marked a change at the head of the government. For an opinion publication focused on public institutions, the point worth stressing is the handover itself: the Rada acted on the same day that other, less welcome stories were competing for attention.

A dispute with Hungary

On 17 July 2025, Hungary introduced a ban on entry for Ukrainian military personnel. The move came amid a diplomatic dispute triggered by the death of a person holding dual Hungarian-Ukrainian citizenship. That person had died in disputed circumstances after being mobilised into the Ukrainian army.

The episode showed how questions of mobilisation and citizenship could spill into relations between neighbours, and it landed on the desk of a government that was about to change leadership.

A shooting at a training ground

The day before, on 16 July 2025, a cadet opened fire on fellow servicemen at a training ground of Ukraine's Ground Forces in the Chernihiv region. Two instructors were killed, and the cadet was subsequently arrested.

Taken together, the three developments gave 17 July 2025 an unusual mix of institutional renewal and strain. A new prime minister took on the job at the same time as a diplomatic quarrel with a neighbour and the aftermath of a deadly incident inside the armed forces' training system.

What the new cabinet would do about any of this was a matter for later days. On 17 July 2025 itself, the clear fact was the Rada's vote.
