What was the state of Ukraine's public institutions in the first days of February 2021? On 4 February 2021, a fire broke out at the Zaporizhzhia Regional Clinical Infectious Diseases Hospital. Three patients and a female anaesthetist died, and two other people were injured.
Two days earlier, on 2 February 2021, President Volodymyr Zelensky enacted a decision of the National Security and Defence Council (NSDC) imposing sanctions on Taras Kozak, a member of parliament, and on the television channels 112 Ukraine, NewsOne and ZIK. The channels were blocked.
The two events were unrelated, and nothing in the reports of the time linked them. Yet together they show two very different demands on the state: protecting people inside a public health facility, and using security-council powers to restrict media outlets and an elected lawmaker.
The fire left a concrete toll of four deaths in a hospital for infectious diseases. The sanctions decision, by contrast, was an executive act, brought into force by presidential decree on the basis of an NSDC decision. Both left open questions about accountability: for the safety of a medical facility on one side, and for how sanctions are applied to media on the other.
