What did Ukraine's Constitutional Court decide on 28 October 2020? It issued a ruling that, as reported at the time, meant the abolition of electronic asset declaration, the cancellation of the powers of the National Agency on Corruption Prevention to carry out full checks and monitor officials' lifestyles, and the removal of liability for illicit enrichment, for confiscation of assets acquired through corruption, and for false declarations.

The decision touched several tools at once. Electronic declaration, the agency's verification and lifestyle-monitoring powers, and the provisions on illicit enrichment and false declarations were all affected by the ruling as described in reports from the day.

The ruling came just three days after local elections held on 25 October 2020, in which voters chose councillors and mayors of villages, settlements and cities. Turnout in those elections was about 37%, reported as the lowest in the history of independent Ukraine.
