What was happening in Ukrainian public life by 27 March 2020? Two developments reported two days earlier, on 25 March 2020, set the backdrop.

On 25 March 2020 the Cabinet of Ministers introduced a 30-day state of emergency across the whole country because of the spread of coronavirus disease. The measure applied nationwide, not to individual regions.

On the same date, security forces arrested Leonid Kozhara, a former Ukrainian foreign minister. He was charged with the murder of advertising mogul Sergiy Starytsky.

The two reports concerned very different matters: one a government response to a public-health threat, the other a criminal case involving a former senior official. Both were part of the news picture as 27 March 2020 arrived.
