What did Ukraine's pullback from Vovchansk signal on 15 May 2024?

A look back at a day of Russian territorial claims in Kharkiv and Zaporizhzhia oblasts, and Kyiv's stated reason for withdrawing troops.

What did it mean when Ukraine confirmed it was pulling troops out of Vovchansk on 15 May 2024? The decision came two days after Russia claimed its forces had entered the town, which lies 74 kilometres (46 mi) from Kharkiv, as reported on 13 May 2024.

On 15 May 2024 Ukraine said it had withdrawn its troops from Vovchansk to preserve the lives of its servicemen and avoid losses. The explanation was framed around the protection of personnel rather than the defence of the town itself.

The same day, Russia said its forces had captured several more villages in Kharkiv Oblast. It also said it had taken the village of Robotyne in Zaporizhzhia Oblast, a claim that extended the reported Russian advances from the north-east to the southern front.

A day of competing accounts

The reports from that date came largely from the two governments. Russia announced captures, while Ukraine confirmed only the withdrawal from Vovchansk and gave its reasoning for it. In the Kharkiv direction, the sequence was a Russian claim of entry on 13 May 2024 followed by a Ukrainian pullback two days later.

Other developments nearby

On 14 May 2024, Russia put its nuclear-capable Bulava submarine-launched intercontinental ballistic missile into service. Separately, on 13 May 2024, Indonesian police raided a drug laboratory hidden in a villa in Bali and arrested one Indonesian, two Ukrainians and one Russian.

The central question for 15 May 2024 was how far the front would move in Kharkiv Oblast after the Vovchansk withdrawal. The reports from that day do not answer it; they record only the withdrawal, its stated rationale and Russia's claims of further gains.
