What followed Ukraine's government reshuffle before 9 March 2020?

A look back at the political changes in Kyiv in early March 2020, when the Rada replaced Honcharuk's cabinet.

What had changed in Ukrainian government by 9 March 2020? In the days before that date, the country's executive had been reorganised: on 4 March 2020 the Verkhovna Rada accepted the resignation of the government of Oleksiy Honcharuk and began forming a cabinet under Denys Shmygal.

As reported at the time, the Rada voted out Honcharuk and his ministers after less than six months in office. President Volodymyr Zelensky proposed Shmygal as Prime Minister, and the parliament moved to build a new government around that nomination.

An international issue in the background

Also on 4 March 2020, Canadian Foreign Minister François-Philippe Champagne urged Iran to allow access to the flight recorders of the Ukrainian passenger plane shot down in January. The aircraft was Ukraine International Airlines Flight 752, a Boeing 737-800 on a scheduled service from Tehran to Kyiv. It was shot down on 8 January 2020 by the Islamic Revolutionary Guard Corps shortly after takeoff, and all 176 people on board were killed.

The two developments, a change of cabinet in Kyiv and renewed diplomatic pressure over the downed airliner, were part of the political picture as of 9 March 2020.
