What happened in Kyiv and Luxembourg on 11 July 2019?

A look back at a day when a European court ruling on sanctions and a parliamentary vote on electoral law drew attention.

What did 11 July 2019 mean for Ukraine's political and legal landscape? Two developments marked the day, one in a European court and one in the national parliament.

The Court of Justice of the European Union annulled the 2018 sanctions against Viktor Yanukovych and his team. The ruling concerned measures imposed the previous year.

On the same day, the Verkhovna Rada of Ukraine adopted a new Electoral Code. The vote put a new framework for elections before the country's legislature and marked a notable moment for its electoral rules.

Taken together, the two events pointed in different directions: one reversed a restrictive measure taken in 2018, while the other was a legislative step on how elections would be organised. Looking back, 11 July 2019 is a date on which Ukraine's domestic reform agenda and its relationship with European institutions were both visible in a single day's news.
