What Kyiv's new security strategy and a plagiarism ruling meant

A look back at two developments in Ukrainian public life in mid-September 2020, one on national security and one on education.

What was on Ukraine's political agenda as of 16 September 2020? Two developments from the days just before that date stood out.

On 14 September 2020, President Volodymyr Zelensky approved the National Security Strategy of Ukraine, titled "Human Security – Security of the Country". The document was signed into force two days before the covered date.

On 11 September 2020, the ethics committee of the National Agency for Higher Education Quality Assurance ruled that plagiarism had been found in the works of Serhiy Shkarlet, acting Minister of Education and Science of Ukraine. The decision concerned the acting head of the education ministry and was taken three days before the strategy was approved.

Together, the two items showed a government setting out a formal security framework while an acting minister faced an official finding about his own published work.
