What happened when Ukraine's president walked into the Oval Office on 28 February 2025 expecting to sign a minerals deal? The meeting between Volodymyr Zelenskyy, U.S. president Donald Trump and U.S. vice president JD Vance turned into a heated exchange, and the talks ended early.
A signing that did not happen
The visit had been arranged to discuss continued American support for Ukraine in repelling Russia's invasion. It was expected to conclude with the signing of the Ukraine–United States Mineral Resources Agreement, which sets terms for joint investment in Ukraine's natural resources, including critical rare-earth elements, oil and gas, and also provides for reconstruction efforts. Instead, the confrontation meant the agreement was not signed.
The session was televised live. As reported at the time, Trump and Vance repeatedly criticised Zelenskyy during its last ten minutes, at times drowning out his voice. The meeting ended abruptly and without a clear resolution.
Security guarantees set aside
The substance of the dispute matters as much as its tone. Trump rejected any discussion of specific security guarantees for Ukraine and said he was interested solely in the minerals agreement. For Kyiv, that meant the economic arrangement was on offer from Washington while the security commitments were not.
The day before
The encounter came one day after Trump met UK Prime Minister Keir Starmer in Washington on 27 February 2025. Their talks included the peace negotiations over the Russo-Ukrainian war, and Starmer presented a letter from King Charles III inviting Trump to visit London later that year. The two meetings in successive days placed Ukraine at the centre of Washington's diplomacy with two partners, with markedly different outcomes.
What it showed
The episode exposed a gap in expectations. Ukraine's delegation came to a signing; the American side treated the minerals deal as the only item for discussion and declined to engage on guarantees. The result was a diplomatic conflict rather than a document, and the question of how Ukraine and the United States would reconcile economic cooperation with security assurances remained unresolved at the close of the day.
