What the $40 billion US aid law meant for Ukraine

A look back at the American aid package that reached the statute book in the days before 23 May 2022.

What had Washington committed to Ukraine by 23 May 2022? The answer was a $40 billion package, signed into law two days earlier.

On 19 May 2022, the United States Senate voted 86–11 to pass the package, sending the legislation to President Joe Biden for his signature. On 21 May 2022, Biden signed the bill into law.

The law provided military and economic aid for Ukraine. It also replenished stocks of U.S. equipment sent to Ukraine, funded European Command operations and addressed the global food crisis.

By 23 May 2022, the measure had completed its passage through the Senate and the president's signature, leaving it in force as law.
