What the last days of November 2023 showed about the war

A look back at drone attacks, civilian losses and a border decision in the days before 27 November 2023.

What was the shape of the war in the days leading up to 27 November 2023? Reports from 21 to 25 November pointed to civilian suffering, drone raids in both directions and a shift on Europe's border with Russia.

On 21 November, the United Nations Human Rights Office said more than 10,000 civilians had been killed in Ukraine since the Russian invasion in February 2022. It expected the actual death toll to be "significantly higher".

On 23 November, a Russian cluster munition strike in Chornobaivka, Kherson, killed at least three civilians. Russian artillery shelling injured five more people, and more than 60 residential buildings were reportedly damaged.

On 25 November, Russia launched 75 drones against Ukraine from two directions, Primorsko-Akhtarsk and the Kursk region. Ukraine responded with 20 drones launched against Russia, including the capital, Moscow.

Separately, on 22 November, Finnish Prime Minister Petteri Orpo announced that Finland would close all but the northernmost border crossing with Russia, amid an increase in asylum seekers entering Finland via Russia.
