War reaching the capital and the south
On 13 December 2023, a Russian ballistic missile attack on Kyiv injured more than 50 people. Three days later, on 16 December 2023, Russia said two civilians had been killed and two injured in a Ukrainian missile strike on the Russian-occupied village of Nova Maiachka in Kherson Raion. That claim came from Russia, as reported at the time.
A border incident
On 14 December 2023, Romania said a Russian drone had crashed on its territory, leaving a crater in Grindu, in Tulcea county, near the Ukrainian border. Romanian Air Force F-16s and German Air Force Eurofighter Typhoons flew joint patrols in response to the violation of NATO airspace. The episode showed that the effects of Russian strikes on infrastructure were not confined to Ukrainian territory.
Violence in local government
On 15 December 2023, a councillor threw grenades during a session of the Keretsky village council, killing one person and wounding 26. The attacker was also seriously wounded. The incident was unrelated to the front line, but it took place in a local self-government body, one of the public institutions at the centre of this review's attention.
Accountability abroad
On 14 December 2023, former FBI agent Charles McGonigal was sentenced to more than four years in prison for violating U.S. sanctions on Russia, including laundering money for oligarch Oleg Deripaska. The sentence showed sanctions rules being enforced in a U.S. court.
