What the shooting near Lisnyky meant for Kyiv's political circle

A retrospective on the 22 September 2021 attack on a car carrying a close aide to President Volodymyr Zelensky, outside Kyiv.

What did it mean when gunmen opened fire on a car carrying one of the Ukrainian president's closest aides? On 22 September 2021, unidentified attackers shot at a vehicle carrying Serhiy Shefir near the village of Lisnyky, outside Kyiv. Shefir, described as an official close to President Volodymyr Zelensky and as the president's first aide, was in the car. His driver was wounded.

The attack was deemed an assassination attempt against Shefir. That label matters. It placed the shooting not among ordinary crime on the roads around the capital but as an act aimed at a person at the centre of the president's circle.

Why the target mattered

Shefir's proximity to Zelensky is the main reason the shooting drew attention. An armed attack on the car of a senior presidential aide, within reach of Kyiv, was an attack on someone with direct access to the head of state. The wounded driver showed that the gunfire struck the vehicle itself and caused real harm.

What can be said with confidence

The essentials are clear. The shooting took place on 22 September 2021. The location was near Lisnyky, outside Kyiv. The car carried Shefir, the driver was wounded, and the incident was treated as an attempt on the aide's life. The identity of the attackers was unknown at that point, and they were described only as unidentified or as gunmen.

For an international readership, the episode is a reminder that questions of government and reform in Ukraine are also questions of personal security for those who work closest to the president. An assessment of the wider consequences would have to wait for the investigation, which is outside the events of that day.
