What the UN and Lithuania's parliament said on 23 September 2025

A retrospective on two separate developments recorded on one day of the Russo-Ukrainian war: a UN finding on detainees and a Lithuanian vote on drones.

What did the war look like beyond the front line on 23 September 2025? Two reports from that day, otherwise unconnected, point to the legal and human costs that surround the fighting.

The first concerned detainees. The United Nations reported that Russian authorities subject civilian detainees in occupied Ukrainian territories to widespread torture, including sexual violence. The same UN reporting also documented cases of ill-treatment of detainees held by Ukrainian authorities. The two findings were presented together, which made the account one of abuse on both sides of the line, though the scale described for the occupied territories was far greater.

The second came from Lithuania. Its parliament authorised the military to shoot down any unauthorised drones in the country's airspace, following recent incursions by Russian drones. Until then, only drones judged to be armed, or to pose an imminent threat to critical state assets, could be targeted.

One development concerned people held in custody; the other concerned the rules for defending a neighbouring state's skies. Both showed the war producing legal consequences well beyond the battlefield, and both were recorded on 23 September 2025.
