What Ukraine's law on deploying forces abroad signalled on 17 March 2025

A retrospective on a law signed amid ceasefire diplomacy and battlefield appeals.

What did it mean for Ukraine to legalise military action beyond its borders during a week of ceasefire diplomacy? On 17 March 2025, President Volodymyr Zelensky signed a law allowing the Armed Forces of Ukraine to operate abroad during martial law.

A diplomatic backdrop

The signing came days after the United States and Ukraine announced, on 11 March 2025, their intention to seek a 30-day ceasefire with Russia. That announcement followed talks in Jeddah, Saudi Arabia, involving U.S. Secretary of State Marco Rubio, National Security Advisor Mike Waltz and Ukrainian presidential chief of staff Andriy Yermak.

Russia's response came on 13 March 2025. Russian President Vladimir Putin said the U.S. proposal for a ceasefire would depend on Russia's conditions being met, and that further discussions would follow. The next day, 14 March 2025, U.S. President Donald Trump publicly asked Putin to spare the lives of what he called thousands of Ukrainian soldiers said to be surrounded in Kursk Oblast.

What the law changed

Against that background, the new law altered the legal framework for Ukraine's armed forces by permitting their activity outside the country while martial law remained in force. It was signed while the ceasefire proposal was still unresolved and while the situation of Ukrainian troops in Kursk Oblast was the subject of a public appeal by the U.S. president.

Other legal pressure on Kyiv

On 13 March 2025 the European Court of Human Rights ruled that Ukraine's government had failed to prevent, and to investigate adequately, the 2014 clashes in Odesa, and ordered it to pay compensation. The ruling fell in the same week as the law on the armed forces, and showed Kyiv facing scrutiny of its institutions on several fronts at once.

Looking back

The signing on 17 March 2025 sits within a sequence of events: a US-Ukrainian ceasefire initiative, a conditional Russian reply and a public appeal over Kursk. The law gave the armed forces a legal basis for action abroad under martial law, and its signature fell amid negotiations whose outcome was still open.
