What Ukraine's security strategy and a plagiarism finding had in common

Two reported developments in mid-September 2020 touched on national security policy and on the integrity of the education ministry's acting head.

What was on Ukraine's political agenda on 17 September 2020? Two items from the days just before that date framed the conversation in Kyiv.

On 14 September 2020, President Volodymyr Zelensky approved the National Security Strategy of Ukraine, titled "Human Security – Security of the Country". The document's title placed people at the centre of the country's security thinking.

Three days earlier, on 11 September 2020, the ethics committee of the National Agency for Higher Education Quality Assurance ruled that plagiarism had been found in the works of Serhiy Shkarlet, acting Minister of Education and Science of Ukraine. The decision concerned the person leading the ministry at the time.

The two developments were unrelated in subject, one a strategic policy document and the other a finding about an acting minister's academic writing. Together they show how, by 17 September 2020, questions of state direction and public accountability were running side by side in Ukrainian public life.
