What Ukraine said about a US minerals deal on 25 February 2025

A look back at the announcement by Ukraine's Justice Minister, made two days after a remark by the president on resignation and NATO accession.

What did Kyiv say about its relationship with Washington on 25 February 2025? Ukrainian Justice Minister Olha Stefanishyna announced that Ukraine had reached a deal with the United States on mineral resources.

The announcement came in the context of wider diplomacy over the Russian invasion of Ukraine and the question of peace negotiations. Two days earlier, on 23 February 2025, President Volodymyr Zelenskyy had said he was "ready" to resign from the presidency in exchange for NATO accession as part of a potential peace agreement.

Taken together, the two reports from those days show Ukrainian officials addressing relations with the United States and with NATO at the same time as discussions on ending the war were under way. The minerals announcement on 25 February 2025 was made by the Justice Minister, and the reports from that day name no other details of the agreement.
