What was known by 27 May 2026 about the Starobilsk strike

A look back at the competing accounts of the 22 May drone strike in occupied Luhansk Oblast and at Lukashenko's remarks of 21 May.

What did the public know by 27 May 2026 about the drone strike on Starobilsk, and about Belarus's stated position on the war? Two sets of reports from the preceding days framed the picture.

The Starobilsk strike

On 22 May 2026, a drone hit a student dormitory and educational buildings in Starobilsk, a city in the Russian-occupied part of Luhansk Oblast. Russian president Vladimir Putin said the strike on a dormitory and school had killed at least six people and injured dozens more, and he attributed the attack to Ukraine.

Ukraine's military rejected that account. It described the comments from Russia as manipulation and said that the target it had hit was a drone command unit in Starobilsk.

The Russian Emergency Situations Ministry later reported a higher toll: 21 people killed and 42 injured. Reuters, the United Nations and other western countries were not able to independently verify any claims about the incident. The strike came in the part of Luhansk Oblast near a frontline that has run through the western parts of the region and the far-eastern parts of Kharkiv Oblast since 19 September 2022.

Lukashenko on Belarus

On 21 May 2026, Belarusian president Alexander Lukashenko said his country would not join the current war. He added that he was ready to meet Ukrainian president Volodymyr Zelenskyy.

The statement came against a background in which Belarus, a close ally of Russia and a member of the Union State with it, had supported Moscow in the war. Belarus allowed Russia to stage part of its 2022 invasion from Belarusian territory, giving Russian forces the shortest land route to Kyiv. Those forces withdrew within two months. The border situation has remained tense, and Ukraine has closed the checkpoints leading into Belarus except in special cases.

As of 27 May 2026, the competing accounts of Starobilsk remained unresolved, and the offer of a meeting from Minsk had been stated but not taken up in the reports.
