What Zelenskyy's casualty figures said about the war's toll

A look back at the figures the Ukrainian president gave for Ukrainian and Russian losses, reported on 8 December 2024.

What did Ukraine's leadership say about the human cost of the war as 2024 drew to a close? On 9 December 2024, the question followed a statement reported a day earlier, when President Volodymyr Zelenskyy gave figures for losses on both sides since Russia's invasion in 2022.

According to the report of 8 December 2024, Zelenskyy said 43,000 Ukrainian soldiers had been killed in action and 370,000 had been injured. He put Russian losses far higher, at 198,000 soldiers killed and more than 550,000 injured.

Reading the numbers

The figures were estimates presented by one side, and the Russian numbers in particular were his own assessment. Taken as given, they set Ukrainian injured at roughly nine times the number killed, and Russian injured at nearly three times the number killed.

Later estimates covering the period from the invasion on 24 February 2022 to June 2026 put total casualties on all sides between 1,274,000 and 2 million. That range was a later assessment and was not available on 9 December 2024. It does show that the wider toll of the war was counted in the millions of possible casualties, and not only in the military deaths Zelenskyy cited.

The statement was notable for stating Ukraine's own military death toll as a specific number, alongside an estimate of Russian losses.
