What Zelenskyy's Washington trip meant for Kyiv's wartime diplomacy

A look back at the Ukrainian president's first foreign trip since the full-scale invasion, and what it involved.

What did it signal when Ukraine's president left the country for the first time since the full-scale invasion? On 22 December 2022, the question was being asked a day after Volodymyr Zelenskyy arrived in the United States, on 21 December, on his first official trip abroad since Russia invaded.

A short, dense visit

The visit lasted about ten hours. In that time Zelenskyy met US President Joe Biden, held a joint press conference and addressed a joint session of the US Congress. Ahead of his arrival, US Secretary of State Antony Blinken announced a US$1.85 billion military aid package for Ukraine.

The structure of the trip is instructive. A wartime leader travelled to Washington, D.C., and combined a meeting with the US executive, a public appearance and a speech to the legislature. Aid was announced before he landed, so the visit followed an announced commitment rather than preceding it.

The war continued

The fighting did not pause around the visit. On 21 December, two people were killed and five injured when a hotel and a restaurant in Donetsk were shelled. Among the injured were Dmitry Rogozin, a former Russian Deputy Prime Minister and head of Roscosmos, and Vitaliy Khotsenko, Prime Minister of the Donetsk People's Republic.

The two events, reported on the same day, show the setting in which Kyiv's diplomacy was being conducted: foreign engagement and military action unfolding side by side. For a reader looking back, the main point is the sequence. A first trip abroad, a large aid announcement and a congressional address all fell within a single day, 21 December 2022, and framed how that moment in the war was understood.
